Saints players got off to a dream start with the breeze, kicking 3.4 in the first.
Ararat used the advantage of the wind with the second, making the game an eight-point game at half time.
Saints coach Trever O'Brien said his players worked tremendously hard in the third quarter to put on a score which could put the team in a winning position.
His message at three-quarter time to his charges was to "defend, defend, defend".
"We had to score on the board but we just had to hold them off," he said.
"There was a mighty breeze. They all played really well.
"Forwards moved up when they had to - everyone did their job, I couldn't ask for anymore."
O'Brien said he didn't breath a sigh of relief until about a minute to go in the game.
"I like to make sure we finish the whole job off," he said.
In a dramatic turn of events, the Saints lost their runner to a calf injury in the third quarter.
"It's the second runner this year to do his calf during the game," O'Brien said.
Horsham Saints claimed the premiership by 27, final score 9.5 (59) to 5.2 (32).
Saints' Becker Irwin was named best on ground in the grand final with teammate Gage Wright leading goal kicker for the game with four goals.
Rats' Ryan Weppner was influential in front of the goals, finishing the game with three to his name.
Horsham Saints are celebrating 27 years being part of the Wimmera Football League and the 2019 victory marks the first win in under-17 football within the league for the club.
