The change would mean all information available online, through social media and in hard copy brochures and guides would be consolidated in one place, referred to as a "Grampians Omnichannel Strategy."
The proposal is one of a series of recommendations put forward by the Grampians Tourism Visitor Servicing Review which was discussed at a Horsham Rural City Council meeting on February 24.
Another recommendation from the review was to relocate Horsham tourist office from O'Callaghans Parade to the Town Hall.
Councillor David Grimble, Councillor John Robinson and Councillor Alethea Gulvin raised concerns about the costs and effect of the plan, deferring a vote until more information could be provided.
"I am not fully convinced that transferring or consolidating with Grampians Tourism would actually help our local needs," Cr Grimble said. "Straight away when you talk about Grampians you are drawn to Halls Gap."
He said while Horsham had a number of well-recognised tourism opportunities, the bulk of visitors to the town were usually here for business purposes, as evidenced by his discussions with hoteliers.
"The reality is Horsham is not a tourism destination, the Grampians is, Arapiles is. Until we actually draw something for people to physically say 'we're going to Horsham for a holiday, we're going to spend two weeks there'. But we're not there yet," he said.
The Grampians Tourism Visitor Servicing Review engaged directly with Councils, volunteers, operators and State agencies.
The review said in justifying the recommendation: "Utilising the marketing channels managed by Grampians Tourism will provide access to greater levels of professional resourcing and external funding.
"Adopting a regional visitor servicing model has service benefits for operators and visitors. It also has the potential to increase the economic value of tourism in the Grampians Region."
A state-wide review of visitor servicing undertaken in 2018 concluded there was a clear need to pool visitor servicing resources in regions.
Cruise sales 'hot'
Helloworld Travel Horsham manager Chris Buwalda said concerns about coronavirus had not had a much impact on their bookings but there had been some scheduled changes to cruises to Japan and China.
"Cruising is pretty hot at the moment," he said. "Cruise ships that aren't going to China and Japan but there are some great last minute deals."
Mr Buwalda they had received a few inquiries about travel to areas that had been affected by fires such as Kangaroo Island and parts of Queensland.
