HORSHAM Council has invited people "passionate about activating the riverfront" to nominate themselves to be part of a group to help develop the City to River Masterplan.

Council said the Community Reference Group would have 15 members including representatives of key stakeholder groups and three general community members "to develop the "detailed concept design for the riverfront".
The riverfront development has been identified by council as stage one of the plan and is located from Wotonga Drive to east of the Western Highway bridge.
The Riverfront Activation would include a community meeting place, water play space, boardwalks, outdoor seating, shade, landscaping, lighting, signage and interpretation and café site identification.
Council said they were seeking participants across a broad range of ages, cultures and abilities, according to their website.
"Applicants must live in the Horsham Rural City municipality, have strong community links and the ability to represent and engage with a broad range of our community."
The members picked from key stakeholder groups would include:
- Council Director Community Wellbeing Manager Arts
- Culture and Recreation Co-ordinator Recreation and Open Space Planning Project Manager Participant Organisations (1 representative)
- Aboriginal Advisory Committee
- Barengi Gadjin Land Council
- Angling Club
- Rowing Club
- Horsham Caravan Park
- Wimmera River Improvement Committee
- Horsham Rural Ratepayers & Residents
- Youth Council
Horsham Rural City director community and wellbeing will contact the organisations to invite them to identify their representative.
Membership would be for a term of two years from the date of first meeting and could be terminated due to early conclusion of the project.
Applications for general community member representatives close Monday 16 March at 5pm and could be submitted at https://www.hrcc.vic.gov.au/Have-Your-Say/City-to-River-Riverfront-Activation.

Horsham Rural Ratepayers and Residents Association president Di Bell said she was concerned about the confidentiality clause in the council's terms of reference.
The clause states that members of the group were not to disclose confidential information to any other party unless specifically authorised to do so by the chairperson.
Ms Bell questioned how members were meant to liase with their organisation if they couldn't disclose certain details about the plan.
The terms of reference also state that individuals and groups may be invited to attend the Community Reference Group meetings to provide specialist advice but would not be involved in the decision making process and would not vote on issues.
