Screens are being installed at counters and barriers put in place to ensure 1.5m social distancing rules are followed.
Five people are permitted in the foyer of Horsham's Civic Centre and six in the customer service area at a time as part of COVID-19 restrictions.
People who need to meet with planning and building staff must call ahead for an appointment.
HRCC chief executive officer, Sunil Bhalla, said measures would be taken to protect the health and safety of community members and staff.

"We anticipate a gradual, staged reopening of 'face-to-face' services-starting with the customer service desk-which will be guided by the National COVID-19 Safe Workplace Principles," Mr Bhalla said.
"We are installing screens at the customer service counter and there will be portable barriers to ensure the 1.5-metre physical distance between customers."
He said that hand sanitiser would also be provided.
Residents have been reminded that online services are available for pet registrations, firewood permits, change of details notifications, service requests and building and planning applications.
"Give us a call first and talk to one of our friendly customer service officers to see if you really need to come in to the Civic Centre," Mr Bhalla said.
