
Update: The Victorian Premier Daniel Andrews has clarified his comments on elective surgeries, with limitations only affecting residents in Stage 3 lockdown.
"This will free up beds and free up staff," he said.
Mr Andrews said the decision was to ensure hospital staff were on hand to treat residents from aged care.
Earlier: Victoria recorded 384 positive COVID-19 cases overnight, significantly down from 532 yesterday.
There are currently seven active cases in the Horsham Rural City Council and one case in Yarriambiack.
There are no active cases in the Northern Grampians, West Wimmera, Hindmarsh or Ararat municipalities.
Six people died overnight - including two people in the 90s - marking 22 COVID-19 related deaths in the past three days and 83 since January 1.
Four of those deaths were from aged care outbreaks.

A total of 769 of Victoria's 4475 active cases are in an aged care setting. More than 400 cases are among healthcare workers.
Forty-five Victorians are being treated in intensive care for COVID-19.
