It comes as 394 new cases of coronavirus were recorded in the 24 hours to 11.59pm Saturday, with the origin of 345 of these under investigation.

There have been 14,659 cases recorded since the pandemic began.

At Sunday's press conference, Premier Daniel Andrews said two were men in their 50s, four men in their 70s, four women and two men in their 80s, and two women and three men tin their 90s.

Ten deaths are linked to aged care, where there are 1748 active cases.

Mr Andrews said there are 2758 cases of unknown source, an increase of 174 since the day before.

"These are the ones that incredibly challenging from a containment point of view, and this is what has made necessary (these restrictions)," Mr Andrews said.

There have been 1.8 million tests processed since beginning of pandemic, 41,416 on Saturday.

He thanked people coming forward even with the mildest of symptoms to get tested, saying it was central to the containment strategy working.

There are 7854 active cases statewide, around 500 in regional Victoria.

Local data is set to be released later today.

On Twitter, Victoria's Health Minister Jenny Mikakos issued an apology into her handling of the pandemic, juxtaposing the state's situation with a plague outbreak in Greece in 430 BC.

Mental Health Minister Martin Foley announced a new $59.7 million package focusing on the "acute" end of mental illness.

He said in line with recommendations from the Royal Commission into Victoria's mental health system, 144 new public acute mental health beds would be fast-tracked at Geelong, Epping, Sunshine and Melbourne.

He said the aim was to keep people who needed support away from hospital emergency departments and into community settings.

He said community mental health programs would be extended to seven days a week, including psychiatric and allied health.

"The program will also ensure we will have three trained clinical professionals in the Ambulance Victoria referral centre to make sure the mental health components that go through the 000 line are dealt with in a way that gets people the support, information and referrals they need in their community," he said.

"We know the global pandemic since March has seen a substantial increase in demand for all service state, commonwealth and community organisations provided in this area.

"In the last few days we have seen the Commonwealth provide $12 million in extra support for frontline services like BeyondBlue, Lifeline and others, and the deputy premier has announced support for young people."

Mr Foley said in the year to July 31, there had been a 9.5 increase in presentations to emergency departments for self-harm across all age groups, including a 33 per cent increase in people under 18.

$250,000 will also be provided to the Nursing and Midwifery Health Program to ensure additional mental health counselling and support for nurses, midwives and personal care workers.
