This week New South Wales became the first state to implement the code into its public health orders.
Dr Webster welcomed the recent South Australian decision to open their border to NSW but said that more needed to be done for both NSW and Victorian border residents.
Victoria's access to South Australia is still limited to a 40km strip along the border.

Residents who live in that zone can only cross 40km into South Australia for work, school, shopping and medical appointments, and only if they have a permit and exemptions where necessary.
"Permits and exemptions have been a trial for most Victorians living on the South Australian border, with stringent requirements for COVID tests every 7 days," Dr Webster said.
"While I would prefer the complete removal of all border restrictions, to be replaced by a national approach to isolating COVID-19 hotspots with bolstered testing, tracing, and quarantine regimes, State Governments clearly favour a staged reduction of border of restrictions. Interim steps are therefore needed to satisfy the trepidation of State Governments."
"That's why I'm calling on the South Australian Government to implement a relaxed border region, similar to that which has been created for the Victoria-NSW border, which would allow for the return to daily life for those living along the Victoria-South Australia border.

"An unlimited border resident permit would be more efficient, and would reduce the need for excessive testing for people.
"I also want to see South Australia apply the easing of border restrictions to the entire Victoria-NSW border region, which took effect on September 4.
"This would mean that residents of towns all the way along the Victoria-NSW border, including Mildura, Robinvale and Swan Hill would have free access to South Australia."
