The car park has been closed and under construction since Monday while the store remains open.
A Coles spokesperson told the Mail-Times the work at the car park was in preparation for the store's "multimillion-dollar" redevelopment due to commence later in October.
The spokesperson said the changes came in response to customer feedback, and would create new jobs for the Horsham community.

"Our Coles supermarket at Horsham will shortly undergo a major multimillion-dollar redevelopment," the spokesperson said.
"The new supermarket will feature an expanded convenience range with ready-made meals, snacks and drinks, a brand new deli and in-store bakery, a refreshed market-style fresh produce hall, and an improved look and feel.
"We will continue to trade through construction, with the supermarket scheduled to be complete in the first half of 2021."
The spokesperson has not responded to the Mail-Times' question of when the car park would be reopened.
