Kaniva-Leeor United's application to move from the Kowree-Naracoorte-Tatiara league has been assessed and a vote may take place on Thursday to reach a decision.
AFL Wimmera-Mallee area manager Jason Muldoon said the application required a 75 per cent majority for approval, as specified in the league's constitution.
He said there were 19 voting parties - each of the existing 11 Horsham District league clubs and league board members - meaning 15 positive votes were required.
"It is a reasonably high number required, but that does give real clarity about what clubs want," Mr Muldoon said.
"I look at it as a challenging number, but if it's achieved, we will know well and truly that everyone is behind the decision."

If the vote is unsuccessful, Kaniva-Leeor United can choose to appeal the decision with AFL Victoria.
Mr Muldoon said the appeal process could take months.
"If the vote is negative, they have that avenue open to them," he said.
"Unfortunately, we've discovered it has never been done before, having a Victorian team who plays in South Australia wanting to come back to a Victorian league.
"So it does take time to set up, particularly at this time of year.
"My indication from the AFL is that it might not happen until February, so that would put a hold in things.
"The clubs are aware of that as well."
Horsham District league chairman Fred Mellington said the league had informed clubs as best they could about Kaniva-Leeor United's decision-making process.
"I've spoken personally with all club presidents and we've worked hard to give everyone all the information available to make an informed decision," he said.
Mr Muldoon said if Kaniva-Leeor United's application was approved, the fixture would be modified to limit travel.
Clubs geographically closer to each other would be scheduled to play twice, rather than a random fixture.
Mr Muldoon said ahead of the discussion, it was important for club members, players and fans to remember the reason for Kaniva-Leeor United's application.
"It's a big step for them to leave the KNTFL, where they've played for 100 years," he said. "But they are genuinely concerned they won't be able to play football and netball there in 2021.
"They have made this call because they believe it gives them the best chance to play football and netball next year.
"We all love representing our clubs and our towns, and that's what Kaniva-Leeor United are trying to do."
