Horsham trainer Paul Preusker has nominated the two-time Melbourne Cup runner, as well as stablemate Lunar Fox for the $5 million feature race.
Surprise Baby's star status could see him receive enough backing in fan-voting or alternatively the six-year-old could be the recipient of a Racing Victoria wildcard, to gain a start.

"(There's) no reason why he can't be at his best in the All-Star Mile," Preusker told racenet.
"He likes The Valley, only had a few starts there and should have won the Feehan (Stakes) twice, at a mile fresh, I think that's a good start.
"He's an easy horse to train, he puts everything into his runs, so you can have him pretty right for whatever you want to do."

Lunar Fox joined Preusker from Terry O'Sullivan's stable partway through 2020.
The three-year-old colt showed early promise, but has failed to place in five starts for Preusker.
The 2021 All-Star Mile will be held on March 13.
Nominated horses will rely on the general public to get them into the race, with fan voting opening on January 22.
The top 10 vote-getters are guaranteed a start in the world's richest mile, alongside five wildcard runners, determined by two 'win and you're in races' and the wildcard panel.
