During the Horsham Rural City Council meeting on Monday night, councillors passed the recommendation to approach Regional Development Victoria for funds for the bridge and assign $1.125 million allocated by the Australian Government's Local Roads and Community Infrastructure Phase 2 program.
The anticipated cost of the pedestrian bridge is $2.2 million, with a further cost of $250,000 for connecting pathways, landscaping and other works.
Councillor Penny Flynn said Horsham residents want this second pedestrian bridge.

"It's connecting our community," she said.
Cr Flynn said people have spoken about how their children will use the bridge to go to school, others will use it to cycle to visit family.
"(This bridge) will connect people and encourage our community to be active," she said.
Councillor Ian Ross raised concerns over the cost of the bridge saying it "concerned" him.
Mayor Robyn Gulline clarified the statement when she spoke on the matter.
"All we are doing is approving an application for Regional Development Victoria and for tender documents to be released," she said.
"All we are doing is putting it out there for further information."
The process for funding from Regional Development Victoria is the next stage, Cr Gulline said that process may take time.
"We resolved to submit an application to Regional Development Victoria for funding and to prepare and put out the tender documents to design and build the bridge," she said.
"Once we know the results of both of those, it will come back to council make further decisions on if we proceed."
She said they cannot have accurate costings without going to the market for tender.
"It's an important step," Cr Gulline said.
