Northern Grampians Crime Investigation Unit detectives, were assisted by officers of the Bomb Response Unit and Arson and Explosives Squad with the warrant at an address on Childe Street, Stawell at about 11am.
A 62-year-old Stawell man was arrested at the scene.
Investigators discovered and seized cannabis, a cross bow, laser pointers and up to 40kg of what is believed to be precursor explosive material.
OTHER NEWS:
The man has been charged with allegedly cultivate and possessing cannabis and allegedly possessing a prohibited weapon.
Further charges are expected to be laid in relation to possession of explosive materials.
He was bailed to appear at Stawell Magistrates' Court on 21 December.
