Safety improvements on the Albacutya Bridge had started in early September, with Melbourne-based ACE infrastructure group awarded the contract for the works.
The upgrade would see the bridge extended to two lanes, allowing the passage of truck traffic from nearby gypsum mines.
Hindmarsh Shire Council mayor Ron Ismay said while the delays were unfortunate, it was important to limit the risk of exposure in the shire.

"Whilst the delays are disappointing, it is yet another reminder as to the importance of getting vaccinated so that community projects can be completed in a timely and safe manner and reduce the COVID-19 exposure risk to our Hindmarsh Shire residents," he said.
This comes after Thursday's restrictions, which saw a ban on construction work travel between regional and metro areas.
The ban works both ways, and also applies to the sourcing of supplies.
The Victorian government also introduced a vaccine mandate for the state's construction industry, with workers needing to provide evidence of their first dose by September 23.
