The Horsham municipality saw the largest increase with 21 new cases, followed by the Northern Grampians with eight, Yarriambiack with four, West Wimmera with three and Hindmarsh and Buloke with two new cases.
This brings the total number of COVID-19 cases in Horsham to 31.
Elsewhere, Ararat recorded 16 new cases, Ballarat recorded 175, and Greater Bendigo recorded 72.
The number of Victorians in hospital with COVID continued to rise sharply, with almost 35,000 new cases confirmed on Monday morning.

Hindmarsh Shire: 7 active cases (+2)
Horsham Rural City: 31 active cases (+21)
Ararat Rural City: 75 active cases (+16)
