Cr Meyer was officially elected for the 2019-20 term at a statutory meeting on Wednesday.
It is not yet known whether any other councillors nominated for the role.
Cr Meyer previously served as Mayor in 1997, 2001, 2003, 2009, 2013 and 2017.
"It is an honour and a privilege to have been elected as Mayor," Cr Meyer said.
"I would like to thank my councillor colleagues for their support, and the trust they are placing in me to lead council over the coming year."
Cr Meyer has as a councillor for 24 years. He was the first Mayor of the inaugural West Wimmera Shire Council in 1997 following council amalgamations.
He served as a West Wimmera Councillor continuously since then.
Prior amalgamations he was a councillor of the former Kaniva Shire Council.
Council's chief executive David Leahy said Cr Meyer had been involved in local government for a long time.
"He comes with a fair bit of experience; we're looking forward to the next 12 months," he said.
Hindmarsh Shire Council will vote for its next Mayor at a meeting on Wednesday night, while Horsham Rural City Council will decide on Thursday night.
Yarriambiack Shire Council will have its mayoral election at its next ordinary meeting on November 27.
