New testing requirements for visitors to South Australia as Kaniva morale drops

Victorian's who are considered to be Essential Travellers - cross border communities are not required to wear a mask.

The current Emergency management (Cross Border Travel No 8)(COVID-19) Direction 2020 is very specific in the fact that all Essential Travellers under Schedule 2, other than (1) National and State security and governance - Victorian residents. Cross Border Community Members who have their status approved are not required to wear a mask.

She also said more details about the new $1000 fines for not complying with testing measures would be available before Saturday, when this comes into effect.

Thursday: Victorians entering South Australia will be fined for not complying with a new testing regime effective from Saturday midnight.

It comes as a Kaniva store owner says there has been a noticeable drop in the town's morale in the past week

On Thursday, Premier Steven Marshall said: "Those people (from Victoria) who come over are required to have a PCR test within 24 hours, and again on day 12 (after their arrival).

"Anyone not complying will be subject to a $1000 on the spot fine. We are sending a strong message it is absolutely mandatory these tests are undertaken and that we keep our state safe."

Kaniva puppet shop owner Julie Finch said the town 25 kilometres from the border had seen a noticeable drop in morale in the past week.

"I have heard if you step out of your car once you're over the border, you have to wear masks and I believe gloves, but I haven't experienced that myself," she said.

"I haven't heard it happening before this week, and I've been over the border five times, each time to go to Bordertown vet. Each time I've gone over, I've not been asked to wear a mask or gloves, so I believe it's only happened since the stricter lockdowns in the last week.

"The morale has been much lower this week than since the start of COVID-19. We have relied on going over to Bordertown for various reasons and for them to come over to us, it has stifled us in many ways.

"We've been concerned abut the two new cases in Horsham, but I think it's just the ongoing aspect of it all.

"Also, the Kaniva silos were due to be painted: The artist was coming over from Melbourne just this weekend and now because of the lockdowns he's not coming over. That would have been something that cheered us up."

The Mail-Times is seeking further details on the new border testing regime as it applies to border residents from the South Australian government.

Mr Marshall said South Australia recorded one new case of coronavirus on Thursday, a woman who returned from overseas and undertook two weeks of mandatory supervised quarantine in Victoria.

Those with 'essential traveller' status under the cross border community member category do not need to complete a cross border pre-approval form, though they must provide evidence of their status at the border.

For all other Victorians, they must do this at least 72 hours prior to their arrival.

Border residents are also only allowed to travel 50 kilometres or less into South Australia for their essential activities. This means they can only travel as far as Kieth and Lucindale.
