"We wanted to create a platform for people in the Wimmera to express their creativity," he said.
"We have 15 entrants and people can now vote for their favourite photo on our website."
Entries will also be judged by local photographers and first, second and third prizes will be awarded to both individual and group photos.
Voting for the people's choice award closes midnight on August 9.
'Art is...' is an annual regional community arts festival held in Horsham. The festival offers a diverse program of performing and visual arts, incorporating performance, workshops, exhibitions and film.
This year marks the 20th anniversary of the festival, with the theme of 'Art is... Still Happening' in light of the coronavirus pandemic. The festival is running a reduced yet extended program due to the pandemic.
"We are conscious that we are running a reduced festival this year, but people have adapted well to our online program and have shown interest in our future activities," Mr Shaw said.
"Funding has been guaranteed for next year ... who knows what 2021 will look like so we are looking to future-proof our exhibitions and competitions."
