Hindmarsh Shire Council hopes the build will commence in March or April 2021, offering Rainbow residents access to a wide range of library materials, internet access and a place for community events.
Hindmarsh Shire chief executive Greg Wood said the project is exciting for Rainbow, which will have its own local library after years of relying on a mobile service.

"A modern, easily accessible and user friendly library will help ensure the people of Rainbow are provided with the same learning and recreational opportunities as their larger regional centre counterparts," Mr Wood said.
The new building will occupy the former maternal and child health office at the eastern end of Federal Street.
Demolition of this building will commence soon, in preparation for the library's construction.
Pedestrian pathways and landscaping linking the library with Oasis community facility is also planned.
The Rainbow Library project received joint local and state government funding, including $300,000 from the state government's Living Libraries Infrastructure Program to construct new libraries in Jeparit and Rainbow.
