The council approached Ballarat-based Thomson Hay Landscape Architects to develop the plan, which would connect three key tourism locations - Goldsworthy Park, Jaypex Park, and Nhill Lake - to boost tourism and commerce in the area.
Hindmarsh Shire mayor Ron Ismay said the plan would improve connectivity for tourists visiting the area.
"Through this Wimmera Mallee Tourism project, a strong ten-year masterplan will be developed for upgrading Nhill's streetscape, Nhill lake, and improving connectivity and experiences for locals and visitors," he said.

The master plan will be available for public comment until Friday, May 21, with copies available at https://www.hindmarsh.vic.gov.au/have-your-say. Hard copies will also be available at the Hindmarsh Shire Customer Service Centre.
The project is part of a broader series of master plans developed by Wimmera Mallee Tourism through the federal government's Building Better Regions fund.
Hindmarsh Tourism officer Jeff Woodward said creating better linkages in town would lead to more extended tourism stays.
"A lot of visitors stop at the shops and then move on and don't bother stopping again at Jaypex Park," he said.
"Other visitors stop at Jaypex park and don't bother stopping again at the shopping area.
"Nhill Lake is not visible from the highway or main street and remains an unknown attraction to many visitors."
