Police say the driver lost control of his vehicle, which was carrying hay, before it rolled over about 4.10pm near Nhill-Harrow Road.
Horsham Leading Senior Constable Heath Martin said the man has been identified.
"He is not from the local area, and we are tracking the movements of the vehicle prior to the incident," he said.

A Victoria Police spokesperson said anyone with information, dash cam footage or who may have witnessed the incident could contact Crime Stoppers on 1800 333 000.
The road toll for Victoria this year currently stands at 128, well above the 83 at the same time last year.
