Regional Roads Victoria have confirmed a signal fault was causing issues with the Western Highway-Williams Road traffic lights.

A spokesperson said the lights defaulted to their original phasing causing lengthy delays.
Horsham resident Jo Ellis said she noticed incorrect signal phasing almost immediately.
"Through my experience as a courier and reading the lights, I knew the lights were wrong," she said.
Ms Ellis lived close to the intersection and used it frequently.

"I use the lights every time I want to get back into town," she said.
"I had about a five-minute delay getting out of my driveway onto the lights because I'd have to wait for the traffic to stop for you or go, so it was clear. Or I'd have to wait for the full length of the light cycle before I got the turning light again.
"If I'd miss the turning light, I'd have to wait for every cycle of the lights."
Ms Ellis said previously it was a lot quicker.
"You wouldn't have both streets going from Duff Street to Williams Street. It wasn't a set time for the lights, they had their short lights and it would change as soon as the cars were gone," she said.
"Instead of taking me 10 minutes to get into town to where I needed to be, it was taking me 10 minutes to get out of my driveway."
Department of Transport Grampians regional director Michael Bailey said the light sequencing had been fixed.
"We've corrected this issue and the lights are now operating on the correct sequencing," he said.
"We apologise for any inconvenience caused while the lights were malfunctioning."
As traffic volumes change over time, Regional Roads Victoria often change the sequencing of its traffic lights to meet the community's needs better.
Ms Ellis said she will still avoid the intersection during the school crowd between 3.30-4pm.
"You just can't get around during that time. It's completely backed on Stawell Road and O'Callaghans Parade," she said.
